Welcome to the Dental Hygiene Board of California’s (DHBC) web site. We are proud and excited that the DHBC is the first regulatory body of its kind in the United States.

The DHBC consists of nine members appointed by the Governor; four public members, one practicing dentist and four dental hygienists. The responsibilities of DHBC include issuing, reviewing, and enforcing dental hygiene licenses as well as developing examinations. Additional functions include promulgating regulations, establishing and maintaining fees, oversight and approval of dental hygiene educational programs, and continuing education requirements for all dental hygiene licensure categories. The DHBC’s primary mission is to protect the public and meet the oral hygiene needs of all Californians.

Dental Hygiene Licensing Examination Study Notification

The Dental Hygiene Board of California (DHBC) is requesting your assistance with an important study that will define the entry-level job tasks of the Registered Dental Hygienist (RDH) and Registered Dental Hygienist in Alternate Practice (RDHAP) in California. The results of the study will serve to inform the content of the RDH and RDHAP Licensing Examinations in California.

New DHBC Law Changes for 2019


The DHBC is aware that there are continuing education courses available to dental hygienists regarding the administration of Botox and fillers to individuals. The DHBC would like to inform all licensed California dental hygienists that the administration of Botox injections and fillers is not within the scope of practice for dental hygienists. Please be aware that engaging in these procedures is prohibited by state law, and could subject your license to disciplinary action by the DHBC.

In an effort to improve application efficiencies and to be “green,” the DHBC is now encouraging all applicants to use the new BreEZe computer system to apply for licensure (Initial Licensure). We will still accept paper applications; however, the quickest and most efficient method to apply for licensure (and even renew your license) is through the BreEZe system. If you need further assistance with information about applying for a dental hygiene license, please review the information under QUICK HITS (left side of homepage) then go to How to Become Licensed? Also, please utilize the Checklists that are provided for each licensure pathway for a quick reference.

The DHBC now has a General Email Inbox to contact staff about any DHBC issues. Please submit your inquiries or issues to: dhbcinfo@dca.ca.gov

Address of Record – the address of record (AOR) of all licensees is public information. Currently, it is viewable on the DHBC website; however, if you would like the AOR to be removed and not viewable, please send an email to our inbox at: dhbcinfo@dca.ca.gov and include your full legal name, phone number, all dental hygiene license numbers, and a statement that you want your AOR removed from the website.
